Why is bribing of traffic police so common in Delhi?

Bribing of traffic police is so rampant in Delhi. It is everywhere. People simply bribe the police officer to get away from breaking traffic rules. Is this rampant in other parts of India too? What is the solution to this bad practice? It is so shameful.

People living in Delhi must have less common sense and more of non-sense and so they commonly bribe police.

You should be raising your voice against such practices instead of asking for the reasons of it.
