Has recession caused an increase in the crime rate?

Police officers are currently saying that recession has caused an increase in the rate of crime in India. Do you think so? How do you think recession would have impacted the crime rate? Or is it that the police is just using it as an excuse to cover their inadequacy in controlling crime?
